That note is guidance, not a hard code requirement in most jurisdictions, but inspectors treat it like a rule — and so do I. A 120-volt, 15-amp circuit on 100 feet of 12 AWG copper loses about 5% at the far end. Lights look dim, motors run hot, chargers act weird. The fix is usually easy — step up to 10 AWG or shorten the run — but you have to catch it before the walls close. It took me six years and a couple of frustrating callbacks to understand that voltage drop isn't an "is there power?" question; it's a "how good is the power?" question. A CAT II meter is designed for outlets and appliance circuits on the load side of a panel. A CAT III meter is for distribution panel work. CAT IV is for utility entrances. So I always check the rating before I recommend any budget meter to anyone.
